Annual Town Elections are always held on the first Tuesday in April

Nomination Procedures
Nomination papers are available in the Town Clerk's Office beginning the first week in January for all elected town offices. The annual town election is held on the first Tuesday in April.
- Town-wide candidates need to obtain 50 certified signatures. We advise a candidate to obtain additional signatures. All signatures are returned the Town Clerk's Office.
- Town meeting reps need to obtain 10 signatures from their precinct. (recent charter change)

Effective January 1, 2022, there are eleven precincts in town. Each precinct has 15 town meeting representatives for a total of 165 representatives. Their terms are for three years. At every town election there are at least five town meeting representative positions per precinct that are up for election.
2026 State Primary & Election
A State Primary will be held Tuesday, September 1, 2026 to nominate Democratic and Republican candidates for state and federal offices. The State Election will be held Tuesday, November 3, 2026.

Ways to vote
Vote by Mail will be available upon request for all elections in 2026.
In-person Early Voting will be available for the State Primary from Saturday, August 22 through Friday, August 28 and for the State Election from Saturday, October 17 through Friday, October 30. There will be no in-person Early Voting for the Special State Election or Special State Primary.
Election Day voting is available in all elections and polls will be open from 7:00 AM to 8:00 PM. To find your polling location, check your voter registration online or call us at 978-250-5205.
You may register to vote in Massachusetts if:
- You are a citizen of the United States; and
- You will be at least 18 years of age on or before the next election; and
- You are a resident of Massachusetts; and
- You are not currently incarcerated by reason of a felony conviction.
If you meet the above requirements, you may register to vote online, by mail, or in-person.
The deadline to register to vote in any election is ten (10) days prior to the date of the election.
Registering Online:
In order to register to vote online, you must have a signature on file with the Registry of Motor Vehicles. If you currently have a Massachusetts driver's license or state ID card, you may use the online voter registration application to submit a registration application, update your address, or change your party affiliation. Voter registration applications submitted online must be submitted by midnight on the date of the voter registration deadline.
Registering by Mail:
If you do not qualify to register to vote online, or if you would prefer to register by mail, you may download the voter registration form. The form must be completed, signed, and delivered to the he Town Clerk's Office, 50 Billerica Road, Chelmsford, MA 01824. Voter registration forms submitted by mail must be postmarked no later than the voter registration deadline.
Registering in-Person:
If you would like to register in-person, you may do so at the Town Clerk's Office, 50 Billerica Road, Chelmsford, MA 01824. Voter registration forms completed in-person are valid as of the day that they are signed.
Changing Your Address:
You must update your voter registration every time you move. If you have moved, you may update your registration by filling out a new voter registration form. If you move after the deadline to register to vote in a state election or primary, you should wait to update your registration until after the date of the election or primary, and return to vote at your previous polling place in Massachusetts. State law allows you to vote from a previous address in a state election for up to six month after you have moved, as long as you have not registered elsewhere.
Political Parties:
If you wish to change your party enrollment, you may do so by filling out a new voter registration form. Members of political parties may vote only in their own party's primary elections. Those with No Party designation or Unenrolled voters (commonly referred to as "Independents") may vote in the party primary of their choice. Choosing to vote in a particular party's primary does NOT enroll you as a member of that party.

Precinct Locations by Residential Address
- There is no in person Early Voting for the Local Election
- In person Early Voting for the State Primary will take place one week prior to Election Day
- In person Early Voting for the State Election will take place two weeks prior to Election Day
- You can vote in person even if you’ve applied to vote by mail. You can vote early at the Town Offices Gymnasium for State primaries and elections only, or your polling place on Election Day for all elections.
- You may NOT vote in person if your Vote by mail ballot has been accepted by your local election office. Use the state's website to track your ballot status. If your ballot hasn’t been accepted by the Town Clerk's Office, you may vote in person at your polling place. If your ballot arrives at your local election office after you’ve voted, the mail-in ballot will be rejected.
- Find your Polling Location: Go to the Secretary of State website, enter your name and address for precinct and polling location results.
- Massachusetts voters have the option to vote early by mail in all elections, with no excuse required. To request your Vote by Mail ballot, submit a signed application to your local election office.
- In addition to no-excuse early voting by mail, Massachusetts has absentee voting for those who qualify. While early Vote by Mail ballots are more common, there are special circumstances where you need to apply for an absentee ballot instead. You can find more information about absentee ballot eligibility under “Absentee Ballots,” below.
- Any written request with your signature is an acceptable application. You can simply write a signed letter to your local election office to apply for your ballot.
- Applications can be submitted by mail, email, or fax. If you’re emailing your application, you need to sign it in a way that can be compared to your hand-written signature. Electronic signatures, scanned applications, and photos of applications are acceptable. Typed signatures are not accepted.
- If you’re applying for a primary ballot, and you aren’t registered in a party, you must indicate which party’s ballot you want to receive. If you are unenrolled (commonly called “Independent”) or enrolled in a political designation, you are allowed to vote in the party primary of your choice. Your ballot choice will not affect your party registration.
- Any mail-in ballot must be requested in writing at least 5 business days before Election Day.
- Mailing it back to your local election office
- Hand-delivering your ballot to your local election office
- Dropping your ballot off at an early voting location during early voting hours
- Using an official ballot drop box provided by the Town
- Your ballot must reach the Chelmsford Town Clerk's Office by 8 p.m. on Election Day in order to be counted. Ballots that arrive after that time – even if they are postmarked on or before Election Day – will not be counted.
Massachusetts allows voters to vote by absentee ballot if they meet the following requirements:
- You will be absent from your city or town on election day
- You have a physical disability that prevents your voting at the polling place
- You cannot vote at the polls due to religious beliefs
If you qualify for Absentee Voting, you may go to the Town Clerk's Office during regular business hours and vote absentee over the counter twenty days prior to the election, up to noon the day before election day.
To have an absentee ballot mailed to you, you may either download the Absentee Ballot Application, complete the form and mail it to the Town Clerk's Office or go to the Town Clerk's Office during regular business hours and complete an application.
To be counted, a completed, signed absentee ballot must be received at the Town Clerk's Office before the polls close on Election Day.
