Ad Hoc Committees
What is an Ad Hoc Committee?
An ad hoc committee is a temporary and task-specific committee formed to address particular issues or projects that are not within the scope of standing committees. Its mission is to investigate specific matters, formulate recommendations, and report back to the appointing authority. Once their task is completed, ad hoc committees are typically disbanded.
Current Ad Hoc Committees
The role of the Master Plan Implementation Committee is to serve as a facilitator and coordinator of the implementation process and to report annually to Town Meeting regarding the Town’s progress in implementing the recommendations. In addition, the Committee will assist the Planning Board with any amendments that may be needed to either the Master Plan document or the Implementation Table over time.
Additionally, the role of the Committee is:
- to alert respective boards or departments of the recommendations included in the Master Plan and not to enforce or to engage in actual implementation of the recommendations.
- to gather results and findings of the respective parties in order to keep the Master Plan recommendations updated.
- to periodically report back to the Planning Board on the progress of implementation of the recommendations in the Master Plan.
The Master Plan outlines the recommended composition of the Implementation Committee to include a representative of the following entities:
- Planning Board
- Select Board
- Conservation Commission
- Housing Advisory Board
- Historical Commission
- Town Meeting member or Resident-at-large
- Member of the 2021 Master Plan Committee
- Agricultural Commission
- Age-Friendly Chelmsford Implementation Committee
- DPW (Advisor)
- Town Manager (Advisor)
- Department Community Development (Advisor)

In December 2023, Chelmsford was invited to participate in the Massachusetts School Building Authority’s Eligibility Period for the Colonel Moses Parker Middle School. The Parker Middle School Building Committee was formed in accordance with 963 CMR 2.00 for the purpose of generally monitoring the application process and to advise the Town during the construction of an approved project.
