Crowd Control Regulations

Crowd Control Managers are generally required in the Town of Chelmsford per building department and fire department regulations. Crowd Managers must: (527 CMR 1.00 Ch. 20.1.5.6.3)
  • Maintain clear exit paths
  • Assure that the facility does not exceed its posted occupancy limit.
  • Initiate a fire alarm if necessary
  • Direct occupants to exits
  • Assure general fire and life safety awareness of employees and occupants, including assuring that exit announcements are made in accordance with 527 CMR 1.00 Ch. 20.1.5.8.3
  • Accurately complete the a safety plan checklist. Checklists must be completed daily and must be kept on site for one year for inspection by the fire department. 
Crowd managers must be certified and trained every three years using a program acceptable to the State Fire Marshal's Office. To become a certified Crowd Manager you can complete the free crowd manager training program offered by the Massachusetts Department of Fire Services
